According to the National Rail Conditions of Travel, you may be entitled to a full refund if your TPE train is cancelled or delayed, and you choose not to travel. No admin fee will be charged.

TransPennine Express Refund Policy

TransPennine Express provides refunds for unused return tickets under specific conditions. Passengers unable to use their return ticket due to disruption can claim a 50% refund. In the event of a strike, a full refund for both outward and return journeys is available. For other delays or cancellations, a full refund can be obtained by returning the unused ticket to the original retailer within 28 days, although an administration fee of up to £10 may apply unless the delay was the train company's fault. Refunds must generally be claimed within this timeframe.
